Vancouver: 1981
The city on the Pacific is still provincial and mostly white; the kind of place where people tell themselves "It can't happen here."
But Clifford Olson, a sexual predator, petty thief, and sometime police informant, is about to change all that. He will prey on the city's children in a year of terror, exploiting the divisions between the many police forces in the area.
Three very different Mounties will cross Olson's path; and in so doing, confront another predator, operating at the same time: Charles Callaghan, a karate instructor and biker hangaround, who forms a sinister partnership with one of his victims.
Into this morass ride Sergeant Gerry Mulvaney, an old-school policeman dismayed by the changes in the RCMP; Corporal Les Bloomfield, a college-educated "new man", still reeling from a shootout, and his decision not to kill a killer; and Constable Rob Murdoch, a ladies' man stalled in his career and haunted by his past.
Together, they will follow a monster into his lair, and confront the monsters in themselves.
