That is the choice given to the President of the United States Ron Senate, by his genius CIA Director William Tauriac. The problem to do the change it would involve putting a computer chip directly into peoples' brain. The chip changes the memories of that person and makes him see the world from a perspective that allows him to compromise on issues that previously prevented world peace. The recipients of the change are leaders of nations that do not allow freedom and democratic rule. There may never be a perfect world, but one that has no more need for wars is what is meant to make a perfect world. The question that is much debated in the book is "Does the ends justify the means?" After reading this book you might just decide that it does.
