Læs merehe present time, is the Act of April 22, 1898; the last law relating to the Militia is the Act of January 2 1, 1903, known as the Dick bill. The defects of these last two laws are set forth by General Wood in his report as Chief of Stafi, pp. 7, 9, 10, and 14 to 24.
