In the aftermath of Site Four, the members of Achilles Heel Inc have come under close scrutiny from the FBI, CIA, SIS, and the seven most powerful men in Britain - the Puppet-Masters. Everybody wants something: the FBI wants Achilles Heel to testify before a Grand Jury; the CIA still want their prize infiltrator back; the Puppet-Masters want to force Morgan the assassin out of retirement, to be a pawn in their game of death.

For seven years Morgan has kept them all at bay, balancing between opposing power bases so neatly that the risk from each cancels out the other. Now the board is set for a final showdown between Morgan and the Puppet-Masters: a game three decades old.
