The author treats care transparency reports known to the public under the term "nursing care control system" which have been subject to controversial debate right from the moment of publication. At the present time where transparency and consumer information become increasingly important, such reports are a vivid testimony for governmental information activity. The author analyzes what kind of constitutional requirements must be set to information of such type and whether the latter have been broadly complied with. For instance, there is a debate about how to deal with the present scientific insecurities regarding the publication of evaluations. The foregoing notwithstanding, the author also addresses the typical problem regarding the delegation of regulatory power in the joint self-administration, with a particular focus on the association of care institution sponsors on a federal level.
