The rolling resistance is made up of two parts, one due to the road surface and one due to the tires. Part of the energy wasted goes into grinding up the road and part into h... eating the tires. The former part is usually assumed to be independent of the Speed of the car. The resistance due to the rolling of rubber tires was shown by experiments of Ewing and of Bourlet, many years ago to be independent of the speed.
